Michael L. Hartzmark, Ph.D.  

 

Michael Hartzmark, Ph.D. combines his experience as a litigation consultant, an academic, a CEO of a public company, and a government economist to offer a unique approach to solve complex problems in high stakes commercial and regulatory matters.

 

Dr. Hartzmark has served as a testifying and consulting expert in numerous matters related to securities class action, manipulation of futures markets, quantification of risk, antitrust, commercial breach, theft of trade secret, wrongful death and others. His series of reports were extensively cited in the district court’s opinion granting class certification in In re DVI, Inc. Sec. Litig., 249 F.R.D. 196, 209 (E.D. Pa. 2008), which was affirmed by the Third Circuit, In re DVI, Inc. Sec. Litig., 639 F.3d 623 (3d Cir. 2011).  

 

As an academic, Dr. Hartzmark published numerous articles in peer-reviewed journals and more recently published scholarly articles on a issues in financial economics, “Fraud on the Market:  Analysis of the Efficiency of the Corporate Bond Market.” (with Cindy A. Schipani and H. Nejat Seyhun), Columbia Business Law Review, Volume 2011, Number 3 and “The Curious Incident of the Dog that Didn’t Bark and Establishing Cause-and-Effect in Class Action Securities Litigation.” (with H. Nejat Seyhun), Virginia Law & Business Review, Volume 6, Number 3, 2012.

 

Dr. Hartzmark was CEO and Chairman, of Cragar Industries, Inc. where he took the company public, negotiated numerous asset-backed loans and dealt with all types of corporate governance issues. Dr. Hartzmark held Series 7 and 63 registered representative licenses, serving as a Financial Advisor at Fahnestock & Co., Inc. (now Oppenheimer & Co., Inc.). He also held government positions at the Commodity Futures Trading Commission and Department of Treasury.

 

Dr. Hartzmark is currently President of Hartzmark Economics Litigation LLC. Prior to this he was a Principal and Director at Navigant Economics  (formerly dba Chicago Partners, LLC, a subsidiary of Navigant Consulting, Inc.).
